Tilaok is a hybrid digital platform engineered to turn institutional disconnect into real-time dialogue between Filipino farmers and the Department of Agriculture. It bridges the gap between farmers and the DA by facilitating localized, two-way communication across a hybrid mobile and SMS architecture, replacing fragmented, one-way channels with actionable, ground-level feedback.

Problem Statement

The critical breakdown in Philippine agriculture is not simply a lack of funding—it is a lack of timely feedback. In 2023, the government spent ₱9.8 billion on hybrid seeds. However, because the Department of Agriculture (DA) frequently designs programs using delayed field data, farmers in areas like Isabela were left waiting with parched fields while the seeds remained stuck in warehouses. Farmers lack an immediate channel to report urgent crises, such as severe droughts or pest outbreaks. This structural disconnect resulted in ₱1.5 billion in preventable crop losses. Ultimately, hundreds of millions are wasted yearly on mismatched programs where farmers face the wrong crisis with the wrong tools.

  • Tiyo Lito AI Assistant: A localized conversational assistant shares sustainable farming tips, answers agricultural questions, and explains official Department of Agriculture initiatives.
  • Real-Time Demand Mapping: Agricultural administrators can visualize incoming farmer reports geographically, pinpointing crisis zones and guiding resource redistribution before crop failure occurs.
  • Location-Targeted SMS Broadcasting: DA and LGU teams can use pre-templated broadcasts to send rapid alerts and notify specific municipalities when supplies reach local government units.
  • Official Advisory Distribution: A centralized feed delivers verified agricultural news, government programs, and local advisories directly to farmer dashboards.

Design & Development

Tilaok was designed as a Progressive Web App with Next.js, prioritizing fast, offline-capable performance for farmers working in low-bandwidth environments across the Philippines. Firebase provides low-latency, real-time synchronization between incoming incident reports and the administrator demand-mapping view. SMS Gateway bridge the digital divide by automating bidirectional SMS delivery for farmers using basic feature phones. To protect farmer data and maintain administrative accountability, the platform enforces strict role-based access control and multi-factor authentication for administrators.

Adoption begins with a localized pilot in Laguna, deployed through DA regional offices, local government units, existing farmer registries, and cooperatives. The long-term milestone is nationwide scale supporting more than 200,000 farmers, backed by predictive crop advisory models and data-driven analytics that proactively anticipate agricultural resource needs.
