It helps Filipinos move from informal grievances to structured, actionable complaints, advancing SDG 16 (Peace, Justice, and Strong Institutions) by simplifying access to justice and supporting accountable, inclusive decision-making.

Problem Statement

Many Filipinos bypass formal local government unit (LGU) channels because of intimidating bureaucracy, fear of retaliation, and limited procedural knowledge. Instead, they turn to informal outlets such as social media or public figures, where concerns may receive attention without reaching the institution responsible for resolving them.

  • Vent Mode & Clarifier: Users can express frustrations freely in Tagalog, English, or Taglish while a conversational AI assistant asks guided follow-up questions to classify the underlying issue correctly.
  • Action Steps & Letter Drafting: A verified LGU database provides precise procedural steps and required documents, while the platform auto-generates a downloadable formal complaint letter for submission.

Design & Development

TarShare is engineered for scalability with a Next.js frontend, Firebase user management, and Gemini API integrations grounded by Vertex AI Vector Search. Its three-year implementation roadmap starts with core AI development and closed beta testing in Year 1, expands to a nationwide public launch in Year 2, and scales toward integration with national e-governance platforms in Year 3.

Impact & Outcomes
